Over the course of the last twenty years, fundamental changes in the maritime industry have resulted in major restructuring and consolidation in New Orleans’ port operations. Now, for the first time in 150 years, the city has the chance to reconnect to its riverfront and to embrace it in new and exciting ways. New Orleans, one of the world’s great cities, is home to a culture of invention that has seeded the nation’s music, literature, cooking, art, and business. Today, the city stands poised to invent a 21st century riverfront, one that will become a model of design excellence and one that will serve as a quality of life magnet – attracting the creative entrepreneurs and artisans fueling the rebirth of New Orleans.

The General Contractor selected through this bidding process will be tasked with implementing the first phase of the Reinventing the Crescent, currently known as Downriver Park. The design for the Downriver Park is the product of a prominent team of architects, landscape architects, and urban designers selected by the NOBC to provide New Orleans with a world-class Riverfront Development Plan.

Architecture, landscape and design are fundamentally about civic identity – who we are and why we are. No small matter for a city trying to make an important step back on to the international stage. This project is, thus, created with strong and meaningful design aesthetic. A keen sense of TIME and PLACE. This Place. New time. Authentic. No clichés. No chic for the sake of chic scramble for novelty. Rather, we are inspired by the words of futurist Ann Cutler’s words. She said, “We must help our customers find something to hang onto, to sink roots into. 100 % quality, real service, unique design, style – these are the product values that deliver the human values which never change: LOVE, PRIDE, JOY, THE FAMILY, SELF ESTEEM.” We seek a General Contractor who can be instrumental in achieving this level of excellence for the people of New Orleans and the many millions drawn to this uncommon city each year.

bidders must attach completed Bid Form from Section 300 in the project manual. Not later than 2:00 o’clock p.m., April 5, 2010, at which time the bids will be publicly
opened for Reinventing the Crescent Downriver Park.

ANY PERSON REQUIRING SPECIAL ACCOMMODATIONS SHALL NOTIFY THE TOBLER COMPANY LLC (Ide 504-587-3912 or 504-587-8946) OF THE TYPE OF ACCOMMODATION REQUIRED NOT LESS THAN SEVEN (7) DAYS BEFORE THE BID OPENING.

Bids may not be withdrawn for a period of sixty (60) calendar days after the bid opening. The City will not accept or consider bids delivered by fax, or by e-mail, at any other location or past the deadline.

A deposit for $750.00 is required. Deposits on the first set of documents furnished bona fide prime bidders will be fully refunded upon return of the documents no later than ten days after receipt of bids. On other sets of documents the deposit less actual cost of reproduction will be refunded upon return of the documents no later than ten days after receipt of bids.

Non-Mandator Pre-Bid Conference: The City will conduct a non-mandatory pre-bid conference on, March 22, 2010 at 2:00 p.m. in thePurchasing Conference. Rm. 4W05, 4th Fl., CityHall, 1300 Perdido St., New Orleans, LA 70112.
